To enable the debug options you have to start the configuration from a command line option as described in the Command Line Options Wiki: 

Configuration.exe /debugoptions

Currently there are no debug options available:

The previously available debug options for UNC Paths and the slow motion sync on channel changes have been moved to the MediaPortal Configuration > TV/Radio > Advanced Options section.
